The people locking it down do have something to hide. *It may be that they just killed someone, they are carrying a load of dope, they have an unpaid parking ticket, yesterday they were speeding and they think the cop can tell.
The reaction is the same.
Of course there is the large group of people who have no idea what the speed limit is because they are on the phone so they just match the cops speed.
