Welcome to the site. That Interlux No Sand Primer Sucks. Friends used it, then bottom painted and chunks of bottom paint came off. Even had a Interlux rep show up and show.
Have teh hull sand blasted or soda blasted if you have the cash. If not, there are chemical s astrippers you can buy to remove the bottom paint. Once you remove the bottom paint, hit the hull with 80 grit sand paper. Then apply InterLux Barrier coat, then bottom paint. This all must be brushed painted on. As far as top side painting, yes, you can spray.
