Down here all we use to catch flounder (fluke) is a double steal leader with two hooks, and minnow with a strip of squid on each hook. two or three ounce sinker and let it bounce off the bottom as we drift. usually in the bay, in 6 to 12 feet of water.

I use 8 pound monofilament
