I hope I understand your questions, Yes, the inner liner was a separate "inner hull" molded separately and really only bonded along the top edge and to the transom core. Wellcraft used a thicken resin and a row of screws and also the row of rub rail/ cap screws for this bond. The top of the stringers had some carbsil/resin applied but this bond rarely lasted very long. You can remove the inner liner but the hull would lose quite a bit of strength and the deck would have no place to be attached along the sides. It is a bad idea to attach the deck to the sides of the outer hull. If you remove the inner liner and plan to do stringer replacement the hull needs to be supported in a manner as to maintain its shape.
