if it had rust in the cylinders it will take time to get it's compression back. Treat it as a new motor run it on premix with double oil in the mix. Run it on a hose till it gets warm at idle and middle rpm's like idle up to 2000 to 2200 for a couple min then back to idle. Once warm. Turn off let cool. test compression. the run again same way till it gets warm then test compression warm tell us you results then. Sounds fine to me for a submerged motor.
