Capt. Jerry - you've gotta fix the drain problem.
On other versions of the steplift there are thru hull's on both sides as described by CB above. The placement of these thru hull is slightly lower than the deck in each side. A rubber tube connects the thru hulls - so water on the deck drains of the side of your boat.
