They have a water shutter below the elbow that keeps water out of the motor and there is no way water can get into the boat either

Thats as long as the flaper isn't rotted away!! Mine was!
Try starting in your yard with out the bellows and see what happens,
1 there is no muffler (the water is your muffler)
2 water and exhust and all kinds of crap going to blow all over the outdrive,
3 the heat and water oil ect... will make the other two bellows go more quickly.
4 And if the shifting or drive bellows go it will fill your boat in short order!
Change the thing!
