i've had Jetski carbs do that some you canfix some not. take it apart thenclean the body with carb or diskbrake cleaner by spraying it. Don't soak them in oil it will stop up the air and fuel passages in the body. Some carbs have a wauding or packaing around the shaft at the body. if so it may never free up but use 3in1 oil on each side around the shaft and work it alot very fast it will finally free up we hope. Some just have a nylon bushing in there those never get loose. and some are just metal on metal which will get trash in them and you just oil it as well with 3in1 oil and work it really fast till it will turn super easy too. Once you have it working good and has been oiled alot re-clean it with carb or brake cleaner.
