It does have hydraulic steering. We actually had a decent right hand unit, but the guy sold to us saying it was a left hand unit. kept giving us excuses about why the promised left hand unit wasn't at his shop yet. After about two months of his bs we took it back to get our money back and told him where to stick it. I'm starting to beleive that was a mistake now. :( My boat doesn't have a bracket. The motos are on the transom.
