 Well, first off, I seriously doubt that he (President Trump) had any say in what drugs or treatment he received.  He's not a doctor, and he was seriously sick, (One step from being put on a Ventilator) so the odds of his doctor conferring with him are slim to none.
Secondly, the drug Regeneron is still available.  Only Federal funding for future projects using human fetal tissue was suspended.
Third, President Trump spent the weekend in the hospital, where he received a treatment consisting of Remdesivir, the steroid dexamethasone and a then-unapproved experimental antibody cocktail from Regeneron Pharmaceuticals.
We have no information on exactly what was in that Regeneron cocktail so cannot say for certain if President Trump actually received the drug that you are alluding to or simply something made by Regeneron Pharmaceuticals.
