Ethanol gas corrodes aluminum. That's the dirty little secret that the gas companies and the corn growers don't want you to know. That's why they ship the ethanol in trucks and blend it at it's final destination rather than blending it into the gas and sending it through the pipelines. The pipelines are made of aluminum and would corrode and leak. The PO probably covered the tank in resin to seal any leaks that might appear as the tank corroded from the inside out.
