#1 job of law enforment is revinue collections, that came to light back when New York Police were going to strike over Obama no coming to any LEO fumerals but going to BLM funerals. Some one published the numbers and everyone quietly went back to work. Suposably,nation wide, law enforcement spends more working hours bringing in revenue(remember trafic, permiting, parking and code enformement) than any other single function.
as far as horns go, I buy 4 or 5 of those whistles every year, hook one to each life jacket, hook one to my keys, put one on my tackle bag, two or three in my boat bag. I doubt they will help signaling anotehr boat, but you never know. And bisides, Ive saved some frinds from tickets by having a spare in my tackle bag when we got checked. The only horns Ive seen that last are the can horns and PIAA air horns
