Maybe, but this plan calls for the entire Sandy Hook Bay. Shrewsbury River, Navesink River and tributaries to be designated as a Sanctuary.
If deemed a "Breeding Ground" it may limit fishing, boating and crabbing.

Marine police would be kept real busy enforcing that area....with boats coming and going all over that section.
