I'm going to guess the post was in regards to setting the idle speed. 2 stroke engines are very dependant on backpressure at idle. If you set up an old school 2 stroke outboard on a hose, chances are it will idle very low when you put it in the water from the added backpressure. It doesnt hurt them to not have enough backpressure, but when setting one up you must do it under the conditions it will be run in.
