From my experiance its been intermittant voltage/bad conn at the sending unit assuming its doing this on dry land. Mine did this at first on dry land and then when I was pitching side-to-side in choppy seas. I went ahead and bit the bullet and went digital.....Got tired of wondering where exactly I was between 1/2 and 1/8 of a tank....One of the better things I ended up doin to my Welly
