Topside, on the deck, I wouldn't use anything but U-Pol Raptor truck bed liner. Wears like iron, soft on the feet and non-skid.
If you're going to remove the bottom paint I'd just give her several real good coats of polish and leave it like that. The only exception would be if there were blisters. Then you'd need to repair and paint, and pretty much any 2 part epoxy would be the way I'd go.
