Well, lets look at it a different way. Holes and bolts cost money. Manufacturers will change entire tooling runs just to save putting a hole in a piece of equipment or not having to use a fastener (bolt or nut). Anything to save money. So if there's a hole there, and a bolt that's supposed to fill that hole, it cost money to put it there. Understand, I'm not saying that you should or should not use the bolt, that's your decision. But IMHO it's probably there for a reason and if it were me I would drill out the bolt, re-tap the threads if possible or use a heli-coil. Just because I don't know what the reason is doesn't lessen the reason (or need) for it being there.
