One of the comments has it all wrong. Accidents on the water DO NOT carry the same penalities as accidents on land. They come under maritime law and carry much stiffer penalties. That cop is facing a $5000 fine and up to five years in prison for leaving the scene of that accident.... to say nothing of the no wake zone violation and I'm sure there's also a speed limit posted somewhere near those docks also. He might be able to beat the speed limit and wake zone ones by saying they were responding to an emergency, but they are REQUIRED to stop if there's an accident and then to have another boat respond to the accidnet. Check with your local Coast Guard station to see what this idiot is facing...  (not that he'll ever get anything more than a wrist slap out of it) After all, he did tell the boat operator to relax, so he's obviously concerned with their health....
