 Not sure why you would lower it. It would be even less useful then.
 It does help when you sit on the bow with your feet dangling. Also helps as something to grab when launching/recovering.
 |  All the above, plus, I just like how they (bow rails) look.  I think it helps sweep the lines of the boat from fore to aft.  The added poundage that they weigh (if any) is (to me) negated by the visual quality they impart.
