Most TAHOES don't have the rear A/C, and they even made BURBS without it. It will take awhile to cool down in the back, but otherwise you'll be fine. You can try and break the lines free and see if they are frozen first. And don't forget to replace the condensor. When the compressor goes it sends metal into the condensor, and your 99 most likely still has the old flat style condenser that cannot be flushed out and must be replaced.
