You can fish them year round in CT. I haven't hit the Thames in quite a few years, but you can catch Stripers year round there. I remember a couple trips having to break the ice up at the boat ramp just to launch. Fish would be stacked like cord wood too, and not just schoolies.
Just be sure to get your license before going. They will bag you for a fresh water license.
