You know, I take that back about the writer Scherer.
He is as uniquely qualified to make decisions on federal laws as what Biden, Giffords, Bloomberg and the senators/congress that passed the deceased Brady Bill.
The lawmakers of that time could not make the magazine/clip distinction nor the purpose of a barrel shroud and other features that they did ban in the 10 year period.
They only knew "they had to do something".
