It's scavenging at it's finest. The exhaust ports open a split second before the intake ports which creates an outflow out the exhaust and a void which sucks the pressurized intake gasses in. Problem with a conventional 2 stroke is it isn't a perfect scavenge and some unburnt intake gases will escape during the intake process.

It varies, some were 200 and others 235, but the V21 went back down to 200. Early boats were rated for 200, then in the late 70's or so they upped it to the 235HP flywheel rated OMC, but once they went to propshaft ratings it went back down to 200 as a 235HP flywheel rated engine is only 200HP at the prop.
