That's a Steersman Steering Guard nut...used to be called a Widget. It's for the end of the pivot tube where the cable meets the steering arm of the engine. They come in Alum and SS. The alum is for freshwater and the SS is for salt applications. They come in 3/4 and 1" sizes, depending on the size of the pivot tube. But I think that what RW is talking about is his vertical pivot for side to side steering, not his horizontal for up and down trim.

(Oh, and BTW...the Steersman nuts are simply fantastic... Put one on and you'll never again have to worry about replacing your steering cable due to a lack of lubrication).
