Not sure we understand each other......
If trying to squeeze out the maximum top speed - your tabs are up, and motor is trimmed up just to the point of losing grip. If the boat begins to porpoise ( bow going up and down) you'd trim the engine down just a touch.
Otherwise, the tabs just provide more adjustment to the ride - but primarily to keep the bow down in various degrees, so the most forward " cutting edge" of the hull cuts through the waves, keeping the boat from lifting up and pounding down through a chop.
Cost ? It's around $ 500 total as I recall for complete Bennett Trim Tab kit.
