not sure on evinrude, but on mercs, the steering arm bolts on a plate between the block and mid-section. i appears in your video to be one piece, so i think kam & Orlando are right. do you have an exploded view parts breakdown of your engine, than should show what you need to know. might want to do search and pick up a omc manual for your specific engine
