if they are concerned with declining fish stocks the first thing to do would be to ban foriegn fishing vessels from operating in US waters, we got enough problems without trying to solve everyone elses. Japan has the most wasteful fishing industry in the world and approx. 1/3 of what they take goes to waste. they opt out of international treaties to protect marine ecosystems. as do several other countries. american fishing practices and policies are sustainable as is if other countries would follow suit. its not like stocking a pond, alot of "bait" fish are migratory and overfishing and destructive practices have an impact world wide. and because japan has overfished its own territorial waters so much they gave rise to hoards of jellyfish that are causing thier fisheries all kinds of problems, normally id say they deserve what they get, but they are in turn fishing farther abroad destoying other fisheries. i use japan because it is the most recognizable example, they arent alone though. dolphins, whales, sea turtles, sea horses, shark , you name it you can find it at just about any of thier seafood markets. and dont get me started on the practice of shark finning.
