Mine was mounted down with #14 stainless screws and alot of 5200 and she never budged even in some NASTY water. As for the old bolt holes, I would use some git rot to initially fill the holes if it is a wood core so as to encapsulate it so water can't get into the core. Then use a gel coat patch kit and color match it to make them not so much of an eyesore and cover em over. If you can get to the underside though, I would through bolt it with 1/4 stainless. If not just the 5200 and #14 stainless screws. As for teh rear mounts, it could have been for some outriggers maybe?
