We don't have a problem catching 18" fish, it's the 20 1/2 inch ones that are tough. We would have limited out on Sunday if the regs for NY were 18. This time last year I had seven NY keepers at 21, now only two @ 20 1/2.  Nothing else to do just KEEP ON FISHING!!!
