I dont know....even at NJ's 18" minimum it aint no free for all catching fluke, (at least not for me anyway) but I couldnt even imagine having to deal with NY's 21 or 22 or whatever the heck it is.
I think Fluke regs should be lowered....lower the bag limit to maybe 6 fish and 15" or 16" ...let people go out, catch there 6 fish and be done fishing for the day instead of catching and releasing a 100 fish to keep two.
