The only question I have is the trailer itself rated for 3100 or the registration of the trailer rated for that load? If it's the registration, you need to go to the manufacturer and find out what the trailer is rated at. In all cases, only you can make the final decision. But I will say that as a safety factor all trailer manufacturers do rate their trailers low...I don't know the percentage, I just know that they do. So a trailer rated for 3100 is good for that and a little more safely. If it were me I'd go for the $700 one (and try to talk him down a little.. pointing out the bad parts)... just to be on the safe side... but that's me and like I said, only you can make the final decision.
