It would be great to solve the mystery, but maybe it does not matter much. I know you would like to be legal and have the 12 mile certification, but what do you think the chances are of getting stopped between the 6 and 12 mile limits and asked for your certification? If you do get stopped and do not have the certification, how severe would the penalty be?
