I like your thinking...if your fasteners are 1/4" (I wouldn't be confident using anything less), you may have to remove as much as 5/8 to 3/4" to allow the toggle to pass thru the deck...times 4 could weaken the deck...measure it off and see...combo fasteners might be the best route...either way, be sure you SEAL the deck edges in the holes good....
