The key is that he said he was "asking" $5000. That means that he'd like to get that price, but will probably take less. You want to get the boat for the lowest price. He wants to sell the boat for the highest price. A fair price is whatever the 2 of you agree on as a selling price. This is where your negotiating skills pay off.
My personal opinions/comments are:
Single axle trailer... -$500
Painted hull... -$150
Rusty, manual winch -$ 50
Once I heard the engine running and took it for a test run I'd offer $3500 cash, and I'd be willing to haggle with the guy up to $4000. After $4000 it would really have to be a great boat to keep me interested. But that's just me and my opinion. Others will have different opinions I'm sure. Good luck in your hunt.
