I knew it was not a congressman because they would not have a clue how to do all that, they would form a committee to discuss how it should be done, then they would take some TARP money and pay some firm from their contributor list and have them get back to them on the info. Then they would tax the rancher for excessive greenhouse gas production from so many animals.
