I do not think you need to get as close as possible to the Max H.P. I was just thinking the 100 would be a cheap way to get you out on the water, and would definitely be a better option than the old 60 h.p. Gale you were thinking about. I think you are right that a 150-200 h.p. outboard would be WAY better than the old starflite 100, but if you're just looking to get on the water, on a plane, and at the lowest possible price, the starflite and controls you already have fit that bill. Good luck with it, let us know what you end up doing, and post some pics if you can.
