Not sure of anyone that actually "makes" them, but you can get a complete axle from almost any trailer supply company. Additionally, I think I remember there is a guy on eBay that sells finished axles and offers free shipping. In all cases if you're planning on putting brakes on your trailer MAKE SURE that whatever axle you buy has the 4 hole square mounting flange on each end where the backing plate for your brakes will mount to.
