I would try to get more of the lower unit in the water before ripping it apart again. Or get a longer hose and set of muffs.

If it still doesn't work - are you sure you installed the impeller in the right direction? I think you twist it in counter-clockwise on right hand rotation motor....I can't remember exactly....I always look at the impeller I'm removing to make sure I twist the new one back in the right direction. If you do tear back into it I'd make sure the impeller install is correct.

One last thing to check before taking it apart - you need to make sure the pee hole isn't clogged up. I've used a piece of wire to run up through the tell-tell to dislodge sand & unknown deposits before on 2 different motors. One time in particular I had just gotten the new impeller installed and it behaved exactly the way you described. I switched the direction of the impeller and same thing. So I had to tear it down a 3rd time to correct the impeller and come to find out there was a hard sand or salt deposit stuck in the tell-tell.
