Default Penn 622 Bases

I anybody here familiar with the swivel bases for Penn downriggers? I already had a pair of Penn 600 /2 foot booms. Today on C/L I picked up a bargain that was to good to pass, there was a pair of Penn 620 w/4 foot booms w/rod holders, all new wire and hardware 2 swivel bases, 2 10lbs balls and 2 5 lbs balls for 150. the problem with it was he disassembled to bases for maintenance and lube and could not reassemble the correctly. I looking for the owners manual for them, it looks like Penn has no manuals for download. I found this on line http://www.scottsbt.com/catalog/stor...matics/622.pdf
I don't know about the drag washers on it, they show the order for assembly but on the print # 11 is a flat washer with a tang that prevents from rotating # 10 12 washers shows both flat types but in the base there is one flat and a cupped washer that applies pressure when the nut is tighten, they are both the same OD and I can see one was on top and one on the bottom. Which way is up? Any ever service one of these?
