Winter Flounder are actually quite plentiful here in Jersey and from what I hear on the New York side.
The problem here is that the Numbskulls in charge have set the flounder season purposely after the largest and largest numbers have moved out of their winter habitat.
River fishing here for them is OK, with an occasional decent keeper. Most are shorts due to what was said above.
I f you fish just outside the rivers on any structure or drop offs you have a better chance at larger fish but less numbers as they are spread out and moving every day further and further out to their summer grounds off shore.
Never fished the Chessy for flounder someone else needs to chime in on that

Just so you know several people who live along the rivers fish for them before the season opens, what used to be traditional winter flounder season and they score some really nice fish. They take their chances, because as the Traveling Wilbury song says," In Jersey anything is legal as long as you don't get caught "
