Default OMC Primer Solenoid Question

It's on a 85 omc sea drive 1.6 liter. I had the issue of crank no start in an earlier thread. I have spark and fuel getting through the vro to the carbs/solenoid. When the motor sits for a bit it won't start back up. It just cranks and won't fire over.

BUT, if i open the red lever on the primer solenoid, it will start after a few tries. Then I can close the lever and it will run fine. This is a "push to choke" set up, but when i push the key in i get no click (I think i'm supposed to hear a click to let me know that solenoid is activating).

I assume pushing in the key activates the primer and delivers fuel, but since it's not working electronically, when I open the lever it allows fuel to flow through acting as a "manual" primer. Does any of this seem close to right?
