MJ that was (still is) the same mentality in Georgia many years ago.
All they did was increase the freshwater license price and renamed it a fishing license.
At least it covers all forms of fishing, bait catching,shellfish and crabbing, etc.
Other states have the type of fishing broken into different permits.
To harass anything in the water in GA just buy a fishing license and trout stamp.
