A 97 200HP OCEAN PRO will burn 15-18 GPH at a 4000 RPM cruise. Make sure your propped right, and there are no dings in it. Also make sure the carbs are clean and the floats are set right. And total timing is pretty important for max economy, as well as the link and sync. The total timing should be 17-19 at 5000 RPM's(I like 18-18 1/2 on mine), and 20 can cause some issues with overheating and piston galling.
