Some differences in 13" & 14" tires for tandem.
ST175/80R13 , load rateing 1360lbs, height 24.02" ,cost $95, tires and rim
ST205/75R14 , load rateing 1760lbs, height 26.11" ,cost $120 tires and rim
The 13" tires will lower the trailer height about one inch and save you when buying a set $100. While having the carring capacity of 5440lbs, this is 1600lbs less than the 14" but the average expected loaded weight of a 20' V is about 2800*lbs. And don't forget to add the trailer weight, 900-1800lbs.
All in all 13" looks better for normal use.
