May be the case...it just appears that water has been sitting there for a long time but hard to tell from pics....that water/scum line may just wipe right off.

Maybe but I don't think so, looks like stain was when boat was fairly level...What the hell is that from??? Did he keep scupper plugs in while moored/docked and count on the bilge pump to drain???...

There isn't deck drains, it drains through the scuppers in the motor well. There is recesses where you can add drains in the corners by the hinges of black doors...my boat has the same configuration....

I think that's normal.
If the transom and decks are solid and no fiberglass work is needed, I'd say go for it. Only problem is you can't really trust the owners word...ask me how I know :-/
