Prop question Inline 165

I have an Inline 6 mercruiser with a 14.25x17 big ear aluminum prop.
The motor seems to be running strong,timing etc all good yet I am only hitting 3400 rpm,speed around 30mph max with 2 people.

Its been way too long since I updated this thread but the boat is almost finished. here are some pics.

The boat is going to get a full repaint.It will next season before she hits the water again..... hopefully lol
