Can you get to the fuel fill hose on the top of the tank? Given the vintage of these boats, the fuel fill hose itself could be falling apart or the hose clamps might have worked loose. I'd sure check...

No foam until early 1980s
I'm pretty sure foam wasn't required until the early 1980s - maybe 1982 or 1984. My current V20 is a 1980 and it has no foam. Neither did the 1978 I had before this one.
