yes it is. 30-50 bucks less than what those usualy go for refurbed. but, rigid makes a strong little sawzall that though it doesnt have the swivle or any other frilly foo foos, will last a long time for $99 at home depot. plus they are recycleable. if it breaks you just go to home depot, buy a new one, wait a week then put the old one in the box and return. or, if it has been more than 30 days you can just have them send it off and have it fixed. your choice.

millwaukee is one of the finest tool makers out there. and the most expensive. but thier are tons of those refurbished sawzalls on the web. makes me wonder bout the durability of that swivel feature. and fyi, home depot carries a dewalt that you can put the blade in at any angle for bout $100. its junk.

If it is for the casual user (home owner) it is a good deal.

If it is for heavy contractor use then buy new.
