I was there just after the navy retired (thanks to Billy "hard on" Clinton), it was deserted and, yes, it was paradise. The trip by boat between P.R. and Culebra was hell thoug.

Sorry guys. I was there, actually went there again this past w.e.
We got pictures, but not with my camera. I will be collecting some and post them.
We stayed at Flamenco beach, on a beach house complex which you can actually see on the picture you posted. I did some snorkelling on those reefs that you see on the photo. Depth is around 30-60 feet to the sand floor, but reefs are shallow.
We left the boat at the public pier in Culebras bay ( Ensenada Bay ), but had a car ( ferried ) to move around. I spend 60 gals of gas back and forth, which is around 25+25 naut miles, plus around 50 more miles around the bay and going to Culebrita Island about 5 miles away.
It was great, saw a huge !!! Tinglar turtle about 6 feet long about 10 feet from the boat !!!
This past w.e. we went there again, and it was beautiful, but two things where not good;
A boat hit a snorkel diver and the guy lost the leg due to the many injuries. Also a 40 footer hit a reef and almost sank, luckily we noticed it was taking water too quickly and I convinced the Captain to run it aground on the beach sand so it didnt sink completely. She was recovered because a Company named Sea Tow came over with good gas powered water pumps and pumped the water out, plugged the holes, and towed her to a dry dock.
Culebra is a beautiful place to visit, please plan a trip there sometime, We will help you out.
Juan
