whats that brass ring

I have a 1984 50 hp mercury o.b. I was having carb problems and took it to the mechanic cause the float was sticking, he said it gets stuck on a brass ring in the bowl, he didnt know what is ws there for but left it there because it must have a reason for being there.Does anyone know what it is?

As far as I know the brasss ring is the float
